BA man charged with lewd acts

Tulsa County prosecutors on Friday charged a Broken Arrow man accused of making indecent proposals to two juveniles who were playing near a library.

Charles Edward Purtell, 45, has been charged with two counts of lewd or indecent proposals to a child, court filings show.

Broken Arrow police arrested Purtell on Dec. 18 after a woman called to report a man had propositioned her 12-year-old daughter and offered to pay her 14-year-old son for sex acts, according to his arrest report.

The woman told police she heard Purtell proposition her daughter when she stepped outside to check on her children, who were playing in near the Broken Arrow Library, 300 W. Broadway Ave., the arresting officer wrote.

Purtell who was reportedly intoxicated, was found lying in his front yard.

He remains at the Tulsa Jail, where he is being held in lieu of $100,000 bond.

A charge of lewd or indecent proposals to a child filed against him in 2004 was dismissed, but he pleaded no contest to two assault charges, including aggravated assault and battery on a police officer, in the case.
