WASHINGTON - Here is how Oklahoma's members of the House of Representatives and Senate voted on key bills and amendments last week. A "Y" means the member voted for the measure; an "N" means the member voted against the measure; a "?" means the member did not vote.

HOUSE

Vote 1. Government pay freeze: The House has passed the Congressional Pay Freeze and Fiscal Responsibility Act (H.R. 6726), sponsored by Rep. Michael Fitzpatrick, R-Pa. The bill would prevent the scheduled 2013 cost-of-living pay increase for members of Congress and other government employees. The vote, on Jan. 1, was 287 yeas to 129 nays.

Vote 2. Drywall protections: The House has concurred in the Senate amendment to the Drywall Safety Act (H.R. 4212), sponsored by Rep. Scott Rigell, R-Va. The bill would require drywall manufacturers to include their name and the date of manufacture on their products and require the Consumer Product Safety Commission to restrict levels of elemental sulfur in drywall in the absence of voluntary limits adopted by drywall manufacturers. Rigell said the bill would help protect families from defective drywall imported from China. The vote, on Jan. 1, was 378 yeas to 37 nays.

Vote 3. Fiscal cliff bill: The House has concurred in the amendments, sponsored by Senate Majority Leader Harry Reid, to the American Taxpayer Relief Act (H.R. 8). The amendments would extend many 2001 and 2003 tax cuts, including income tax rates for households earning less than $450,000 annually and individuals earning less than $400,000 annually, establish a 40 percent estate tax rate for estates worth at least $5 million, extend unemployment benefits for one year, postpone scheduled spending cuts for two months and avoid a 27 percent cut in Medicare reimbursements to doctors The vote, on Jan. 1, was 257 yeas to 167 nays.

SENATE

Vote 1. Surveillance and privacy of U.S. citizens: The Senate has rejected an amendment sponsored by Sen. Ron Wyden, D-Ore., to the FISA Amendments Act Reauthorization Act (H.R. 5949). The amendment would have required the director of National Intelligence to send to Congress a report on the impact the bill will have on the privacy of U.S. citizens. The vote, on Dec. 28, was 43 yeas to 52 nays.

Vote 2. Government surveillance: The Senate has passed the FISA Amendments Act Reauthorization Act (H.R. 5949), sponsored by Rep. Lamar Smith, R-Texas. The bill would extend the Foreign Intelligence Surveillance Act for five years, until the end of 2017. The vote, on Dec. 28, was 73 yeas to 23 nays.

Vote 3. Disaster relief for Palau: The Senate has rejected an amendment sponsored by Sen. Jeff Bingaman, D-N.M., to the Disaster Relief Appropriations Act (H.R. 1). The amendment would have approved an agreement with Palau under which the U.S. would provide funding to Palau for that country's recovery from Super Typhoon Bopha. The vote, on Dec. 28, was 52 yeas to 43 nays, with a three-fifths majority required for approval.

Vote 4. Cost sharing for flood projects: The Senate has rejected an amendment sponsored by Sen. Tom Coburn, R-Okla., to the Full-Year Continuing Appropriations Act (H.R. 1). The amendment would have had the U.S. Army Corps of Engineers fund 35 percent of the cost of projects to reduce future flood risk rather than 100 percent, as the bill provided. The vote, on Dec. 28, was 44 yeas to 51 nays.

Vote 5. Granting disaster recovery contracts: The Senate has rejected an amendment sponsored by Sen. Tom Coburn, R-Okla., to the Full-Year Continuing Appropriations Act (H.R. 1). The amendment would have required government agencies to issue contracts for recovery from superstorm Sandy and other disasters on the basis of merit and competitive bidding. The vote, on Dec. 28, was 48 yeas to 47 nays, with a three-fifths majority required for approval.

Vote 6. Wages for disaster recovery projects: The Senate has rejected an amendment sponsored by Sen. Rand Paul, R-Ky., to the Full-Year Continuing Appropriations Act (H.R. 1). The amendment would have exempted disaster recovery projects funded under the bill from Davis-Bacon Act requirements for contractors to pay locally prevailing wages. The vote, on Dec. 28, was 42 yeas to 52 nays.

Vote 7. Forest restoration: The Senate has rejected an amendment sponsored by Sen. John McCain, R-Ariz., to the Full-Year Continuing Appropriations Act (H.R. 1). The amendment would have eliminated $58 million of funding for the Agriculture Department's Forest Restoration Program for private owners of forest land. The vote, on Dec. 28, was 46 yeas to 49 nays.

Vote 8. Sandy recovery programs: The Senate has passed the Disaster Relief Appropriations Act (H.R. 1), sponsored by Rep. Harold Rogers, R-Ky. The bill would provide $60.4 billion supplemental appropriations for programs related to recovery from superstorm Sandy. The vote, on Dec. 28, was 62 yeas to 32 nays.
