Jail inmate eyed in Fairmont Terrace homicides

Tulsa authorities believe that a jail inmate "at a minimum" witnessed a quadruple homicide last week and could be a “person of interest” in the slayings.

The Tulsa County District Attorney’s Office asked today for an increase in the bond amount for Freddie Allen Hayes, according to a document filed today in Tulsa County District Court.

As part of the police investigation into the Jan. 7 killings, Hayes, 32, has “been identified as, at a minimum, a witness in these homicides,” according to the motion for a bond increase. “The investigation also has discovered evidence that points to the Defendant is a ‘person of interest’ in the four killings.”

Hayes, of Tulsa, was arrested Friday and charged Tuesday with possession of a controlled drug and carrying a concealed weapon. He is currently in the Tulsa Jail with bail set at $11,000, jail records show. The District Attorney’s Office requested that his bail be increased to $250,000.

“Given the nature of the crimes, the State argues that the Defendant is a potential public safety risk to the community as well as a risk to flee the jurisdiction should he be released,” Assistant District Attorney Doug Drummond wrote in today’s filing.

Tulsa County District Court records from 2011 show Hayes listed an address in the 6000 block of South Newport Avenue, which is an apartment complex in the Fairmont Terrace neighborhood. After his arrest Friday, Hayes’ address was listed in the 700 block of North Columbia Avenue.

Four women were shot to death in the Fairmont Terrace apartments last week -- Misty Nunley, 33; Julie Jackson, 55; Rebeika Powell, 23; and Kayetie Powell Melchor, 23.

In addition to considering Hayes a safety and flight risk, the District Attorney’s Office indicated that Hayes’ past criminal history also warrants an increase in his bond.

His criminal history includes armed robbery, manufacturing and possession of drugs, aggravated battery and child endangerment in Louisiana, according to the court document.

The District Attorney’s Office requested that if Hayes is able to post bond, he should be required to wear an ankle monitor and not leave Tulsa County, according to the document.

Police arrested Hayes last week after questioning him regarding a citizen complaint about a suspicious person who apparently was intoxicated and walking around vehicles parked in the street, according to the court document filed today. Police found drugs in his wallet and brass knuckles in his pocket, according to the document.

Hayes’ Facebook page indicates that he recently became “friends” with one of the victims on the social networking site. According to his Facebook page, shooting victim Kayetie Powell and Hayes became friends on Dec. 23.

No other victims appeared to be listed as “friends” of Hayes on Facebook.

Fairmont Terrace, 1111 E. 60th St., has been the site of eight fatal shootings in the last two years. They are among 17 homicides in the 61st Street and Peoria Avenue area since January 2011.
