VINITA -- Grand River Dam Authority directors approved the first general pay raise in four years for the state-owned utility's classified employees.

Classified employees include those whose salaries are set by the state according to the job title and description.

The proposed 3 percent increase must be approved by Gov. Mary Fallin because of a state hiring and pay freeze, making it far from certain.

The GRDA is a non-appropriated agency, though, meaning it receives no state tax revenue. GRDA officials said their 2013 budget included the raises, which were estimated to cost $750,000.

Chief Executive Officer Dan Sullivan said the pay raises would cost less than the expense of additional turnover and lost productivity if the proposal is not approved.
