Letter to the Editor: Goofy rules?

On Jan, 6, the Tulsa World advised us that the FDA, in its agrarian wisdom, will require farmers to use "irrigation water that is clean" and "that animals stay out of fields."

Hmmm. Does that mean farmers can no longer employ the age-old practice of using manure (sometimes quite wet) as fertilizer and that they must post armed guards at fences to prevent the ingress of pheasants, deer, raccoons and other dangerous animals?
