Verizon's job announcement is a milestone in Tulsa economic recovery

The addition of 500 jobs at Verizon is the biggest employment announcement for a new operation in the city since before the Great Recession.

To find something equivalent to Verizon's plan for a finance and accounting hub at the Cherokee Industrial Park, you have to go all the way back to Gannett planning 500 jobs for a customer service center in 2007. The publishing company's facility closed four years later, however.

Other big announcements in the last decade include Capital One Auto Finance with 800 jobs in 2006 and the arrival of customer service centers for DirecTV and EchoStar in 2004, with 1,300 and 1,000 jobs, respectively.

Verizon's decision to establish such a large facility in Tulsa could create momentum for other companies to bring financial jobs here, a local economist said.

"Verizon is a Fortune 500 company. They do their homework before they make a move like this," said Bob Ball, economic research manager for the Tulsa Regional Chamber.

"I'm sure they worked with site consultants and looked at a lot of other cities. The fact that they chose Tulsa could cause other companies to say, 'I want what they have there, too.' "

The large chunk of jobs involved in the Verizon plan helps take some of the sting out of recent losses. The telecommunication giant's positions are expected to be relatively high-paying, which would offset the loss of 73 mechanics recently at American Airlines, 70 jobs at Samson Resources and 125 at Petrohawk.

Although New York-based Verizon Communications Inc. already has 900 jobs in Tulsa doing customer service and other tasks, the financial hub is classified by economists as a new facility since it brings in a different type of employment.

The metro area also had a good year in 2012 with expansions at existing businesses, including 700 at Baker Hughes, 600 at ORS Nasco, 455 at Phillips 66 and 400 at West Corp.

Overall, the momentum continues to swing back toward hiring in Tulsa, Ball said.

"In the metro area, we had 429,000 jobs in 2008," the economist noted. "We lost 24,200 in 2009."

The last three years have brought growth, however, and Ball predicts Tulsa will return to 2008 employment levels or better by late in the third quarter or early in the fourth quarter.

"We'll probably be one of just a handful of metro areas nationwide to recover all of the jobs lost during the recession," he said. "For the U.S. as a whole, it will take much longer."
