Concerning pockets of violence in certain apartment complexes: Why not put a police substation on site? This could be done with a portable trailer or by leasing an apartment. I cannot help but think that having on-site police presence (not hired security guards) would go a long way toward making the area safer. Officers could patrol on foot, get to know the neighbors, shoot some hoops with the kids and identify who shouldn't be there.

Maybe some of their on-site office space could be used for community classes. They also could closely monitor who enters the complex (is there a security camera at the gate?) and assist neighbors with protective orders or crime reports. Most important, the officers would establish a great deal of trust with the residents that would go a long way toward reducing crime. Perhaps this is a time to re-establish the "good old neighborhood cop on the beat."
