Man arrested after grenades, bomb-making materials found in apartment

Officers responding to a domestic violence call discovered bomb-making materials in an apartment Wednesday.

Tulsa police were called the Greens of Bedford, 6508 S. 106th East Place, just before 6 p.m. to investigate a report of a domestic disturbance involving a pipe, said Officer Jillian Roberson.

When officers arrived, they searched the apartment for a possible victim, whom they were unable to locate, she said.

Richard Douglas Carter, 41, was arrested after police saw several grenades on and around a bed in the apartment.

The Tulsa Police Department’s bomb squad was dispatched to the scene and found materials commonly used to manufacture explosives, Roberson said.

Carter was booked into the Tulsa Jail on complaints of manufacturing a bomb or explosives and possession of a firearm during the commission of a felony.

He is being held without bond for the U.S. Marshal Service.
