Woman arrested in Muskogee County bomb threats

MUSKOGEE — A Wagoner woman was arrested Wednesday in connection with two bomb threats that were received by authorities this week.
Muskogee County District Attorney Larry Moore said he anticipates filing charges against Jessica Dugger-Fry, 38, on two counts of threatening communications involving explosive devices and assault and battery on a police officer stemming from her arrest.
Authorities have been working the case since Monday when a secretary in the District Attorney’s Office received a call concerning an explosive device in the courthouse.
The threat caused the Oklahoma Highway Patrol’s bomb technicians to evacuate the building from about 9:40 a.m. to 1:30 p.m.
“We issued a search warrant and were able to track the number on Monday to a location in Muskogee,” Moore said, noting that it was not her residence.
Authorities believe Dugger is also behind a second threat that was made in a call to the Muskogee Police Department Wednesday morning.
Moore said he will ask that a mental competency evaluation be conducted based on her behavior before and after her arrest.
