Letter to the Editor: Waste of money?

After reading ("A mess," Feb. 1) I thought I would resend the letter I sent on Dec. 18, which was never published.
I am witnessing what seems to me to be a total waste of taxpayer money in my neighborhood. I live in the vicinity of 91st Street and South College Place. College Place south of 91st Street was one of the smoothest streets in our neighborhood, if not in the entire area. A few weeks ago, all this heavy equipment came in (followed by many dump trucks) and started shaving, or scraping up about two or three inches of the asphalt, leaving grooves "rougher than a cob" as the saying goes. Then everything sat idle for several days with, seemingly, nothing being done.
Recently, they came back and applied what seemed to be some kind of "felt" over the groovy surface. Bear in mind that this street is four lanes wide and the area covered was from 91st Street to 95th Street.
Now they are resurfacing the street with two to four inches of asphalt, which will restore it back to its original smooth condition. I have not been able to get an answer as to why this is being done.
As I said, it looks like a total waste of taxpayer money. There are many other streets in this city that need resurfacing more than this street did.
