Mayor Dewey Bartlett and the nine-member City Council have been in near constant battle since being sworn in December 2009.

Both entered office facing a major budget crisis that erupted into an ongoing feud, triggering accusations of lying, overstepping their respective authorities and violating the City Charter, the state Open Meeting Act and ethics rules.

Most recently, one councilor has pursued an ouster effort against Bartlett. And there's no end in sight to the conflicts.
