While handcuffing David L. Williams, 53, of Mounds, Trooper Shiloh Hall observed a “wet substance” dripping down the front of Williams’ pants. Hall confiscated a plastic water bottle containing 411 grams of “meth oil” from inside the front of Williams’ pants, the Highway Patrol reported. |
