NOTICE TO BIDDERS Notice is hereby given that Rural Water District No. 3 Washington County (hereinafter referred to as the District) will receive sealed bids at their main office located at 17227 North 129th East Avenue, Collinsville, Oklahoma, until 11:00 a.m. on the 2nd day of July, 2019 for the construction of certain improvements to Highway 20 Waterline Relocation, which generally includes the following features: Construction of approximately 13,800 feet of 12-inch and 1,400 feet of 2-inch through 6-inch PVC waterline, with road crossings, valves, and fittings. Bids shall be made in accordance with the Notice to Bidders, General Conditions, Plans, Specifications and Bidder's Proposal which are on file and available for examination at the main office of the District (17227 North 129th East Avenue, Collinsville, Oklahoma 74021) and are made a part of this notice as though fully set forth herein. The Issuing Office for the Bidding Documents is: Bartlett & West, Inc., 1200 SW Executive Dr., Topeka, KS 66615. Prospective Bidders may obtain copies of the Bidding Documents at the office of the Engineer, Bartlett & West, Inc., 1200 SW Executive Drive, Topeka, Kansas 66615. A non-refundable deposit of $75.00 will be required for the Drawings and Specifications. Bids filed with the District shall be publicly opened at the time stated above and considered by the Board of Directors in the following regularly scheduled Board meeting. All bids shall remain on file at least forty eight (48) hours thereafter before a contract shall be made and entered into thereon. All actions of bidders must be in compliance with the provisions of state, local and federal laws, rules and regulations. Bids received more than ninety six (96) hours, excluding Saturdays, Sundays and holidays before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. A cashier's check, a certified check or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders. Bidders, or their authorized representatives, agents, officers or members must sign the Bid Proposal and provide the approved form of security or the bidder's bid shall be disqualified. Bidders agree to commence work within ten (10) calendar days after the date of the notice of proceed issued by the District and to complete the same within 120 calendar days after commencement thereon. Buy American provisions DO APPLY to this project. The bidder to whom a contract is awarded will be required to furnish public liability and workmen's compensation insurance; performance, statutory and maintenance bonds in the form provided by the District and in conformity with the requirements of the proposed contract documents. The performance, statutory and maintenance bonds shall be for one hundred percent (100%) of the contract price. The District reserves the right to reject any or all bids.
