NOTICE TO BIDDERS Notice is hereby given that Rural Water District No. 3 Washington County (hereinafter referred to as the District) will receive sealed bids at their main office located at 17227 North 129th East Avenue, Collinsville, Oklahoma, until 10 A.M., on the 11th day of September, 2019, for the construction of certain improvements Water Line Relocation Project at Green Lake - County Bridge 158 Washington County; J/P 30485(04), which generally includes the following features: The project consists of the installation of a new 4 and 2-inch water line located along EW 40 and NS 403 Roads. The new water line will include approximately 1,325 linear feet of water line pipe including diameters of 4-inch and 2-inch including related fittings and appurtenances. The project will also include a directional bore of approximately 310 linear feet and installation of a 10-inch HDPE casing pipe and 4-inch HDPE water line to cross under Green Lake. Bids shall be made in accordance with the Notice to Bidders, General Conditions, Plans, Specifications and Bidder's Proposal which are on file and available for examination at the main office of the District (17227 North 129th East Avenue, Collinsville, Oklahoma 74021) and are made a part of this notice as though fully set forth herein. Bid documents may be obtained from the Project Engineer, Mr. David A. Dollar, P.E. of Water PAQ Engineering, Inc. Bid documents will not be made available in hard copy format. Bid documents will only be offered in electronic form in Adobe PDF file format only and at no cost. A CD may be obtained through regular mail at a cost of $20. Interested bidders are encouraged to contact the Project Engineer, Mr. David A. Dollar, P.E. by email at ddollar16853@gmail.com or by phone (918-605-5123) during regular business hours (8 am to 4 pm) to coordinate obtaining the bid documents. Please leave a message if your phone call is not answered. Bids filed with the District shall be publicly opened at the time stated above and considered by the Board of Directors in the following regularly scheduled Board meeting. All bids shall remain on file at least forty eight (48) hours thereafter before a contract shall be made and entered into thereon. All actions of bidders must follow the provisions of state, local and federal laws, rules and regulations. Bids received more than ninety six (96) hours, excluding Saturdays, Sundays and holidays before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. A cashier's check, a certified check or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders. Bidders, or their authorized representatives, agents, officers or members must sign the Bid Proposal and provide the approved form of security or the bidder's bid shall be disqualified. Bidders agree to commence work within ten (10) calendar days after the date of notice to proceed issued by the District and to complete the same within 60 calendar days after commencement thereon. The bidder to whom a contract is awarded will be required to furnish public liability and workmen's compensation insurance; performance, statutory and maintenance bonds in the form provided by the District and in conformity with the requirements of the proposed contract documents. The performance, statutory and maintenance bonds shall be for one hundred percent (100%) of the contract price. The District reserves the right to reject any or all bids.
