A Stillwater man is in custody and state investigators are searching for a woman they allege he killed and dumped into the Cimarron River.

Earl Oswalt, 54, was arrested and is held on a complaint of murder in Payne County. Investigators believe he killed 29-year-old Chelsey Chaffin in the early hours of May 26, according to a news release from the Oklahoma State Bureau of Investigation.

Chaffin’s body has not been found after Oswalt reportedly dumped it, about 1 a.m. May 27, into the swollen waters of the Cimarron River off a bridge.

Oswalt, a registered sex offender, had been paroled in 2017 after serving 20 years of a 60-year sentence for a first-degree rape conviction. He reportedly met Chaffin at a tile company where they worked in Stillwater.

Chaffin moved into his home in the 2600 block of Gregory Lane on May 24, according to the OSBI. Chaffin’s mother last spoke to her the evening of May 25.
